“我虽然位居万民之上，但是心中一直忐忑不安，只怕朝不保夕。”(原话：余在民上，摇摇，恐夕不至朝。)这是黄帝轩辕氏说的话。轩辕氏是一位处事谨慎的人，他认为，一个人应该尽量少说话，少摊派事儿。因为话说多了，错误就越多;事儿摊派多了，失败就越多。黄帝的这种谨慎，实际上是源于他对人民群众力量的敬畏，对人民群众利益的尊重。他的这种思想日后被汉王朝初期的几位帝王发扬光大，与民休息，终于使得皇朝兴旺，百姓受惠。
“恩德没有比博爱百姓更高级的，政策没有比让全体百姓得到好处更高明的。因此，政策没有比信用更重要的，管理没有比仁爱更重要的。”(原话：德莫高于博爱人，政莫高于博利人。故政莫大于信，治莫大于仁。)这是喾帝高辛氏说的话。他不但要为全体人民谋幸福，更为重要的是，他强调讲统治者要讲信用，要采用仁慈的手段。西方人几百年前才提出来的博爱、民-主、人性化这些好东西，四千多年前的喾帝高辛氏就已经在那里谆谆教导并且付诸行动了。
